I have been able to get those bolts out with out any problem on several winches. The threads are oil soaked as they go through the housing into the oil. Get a reverse drill bit and try that first. I drilled one and the bolt spun inwards So it came out with an easy out being spun by my fingers. I have done it on 3 or 4 winches and never had a problem and have always used the original holes/threads in the case. At worst I had to put a some heat to the case at that location (propane torch).
