First, the bearings are not chromed, hardened steel or stainless steel depending on the bearing Manufacturer and application. I have pitted cup and cone bearings in my TC in use from when I rebuilt it. That's been 5 years ago and no leakage or problems. If the bearings have chips where pieces have broken off then replace it. A pitted bearing will go a long time before needing to be replaced unless it is severely pitted then I would replace it.

Your big problem is that the retainer has to come off to adjust the bearings properly to prevent leakage. You can get them close by not installing the seal and using the adjusting shims until you feel no end play in the shaft or side to side movement of the shaft with the yoke on and tightened. Once you get the bearings adjusted install the seal.

As far as the yoke it's not bad. A neoprene seal should work fine.
