the bead lock parts are inside of the tire, between the beads. The bolt on rim clamps the tire and the beadlock to the rim. This enables you to run on a flat tire. If you try to break it down and it still has the beadlock, you are in trouble. If the previous owner left the beadlock out, you will be able to break the beads loose, but the tire won't come off the rim because the rim has no drop center. Unbolt the rim first, then use the tire machine to push the tire and beadlock off the rim.
