Why not sell the brakes too?

Heel adjustment may be too tight- look in Vaugh's parts list for how to adjust.

Or the return spring may be bad on that wheel- take it off, clean it, drop it on concrete, it should 'ping'. If 'thud', replace it.

Or is it possible that your "almost new shoes" may have exposed to brake fluid? Swap them to another side, see if the problem moves with them.
