I don't think it's a scam. At least the paint part. My '03 3500 Cummins came from an auction in Dallas and it was one of the bad primer trucks.
Dodge can't sell it as "new" once they've done over $X worth of work or repair more than Y% of the truck. Repainting the entire truck is more than X and or Y. They send them to the auction houses after repaint and, as I understand it, write off the loss.
I got my "new" truck with 45 miles on it for a used truck price. Saved about $10k off of sticker AND with the full warranty (including the paint warranty). It had never been titled so it came with a certificate of origin (I think that's what they called it).
The truck on e-bay truck apparently didn't make it through the repaint shop employee endurance test :-)
Kind of scares me though. I wonder if my truck was treated the same way! <yikes>
