I had my tank cleaned and sealed by a place called Dragone Classic Motors in Bridgeport, CT. Manny is the owner. You should see the high end cars he reconstructs, I saw one price tags over $700,000 for a "Bougatti"

Anyway he tells me that the gas here in NY. NJ.and MA. has (I forget) either higher octane or different additives that eat-up most types of sealers. I had the same problem years ago with "Red Coat" brand.
