As I read the law, any 1976 vehicle will need to continually get smogged. The way the old law read was that only cars that were not 30 years old had to get smogged, now the new law says that any car produced from 1976 on, forever more, will need to get smogged every two years.

See the enclosed link to read the actual wording of the bill, AB 2683. I have only scaned it but thats how I interpreted it.
