There's a difference between Transfer of Ownershp/Title Transfer and Registration of a vehicle. You can probably do an ownership/title transfer and then non-op it at the same time. At a later date you can go back and do Registration, and this way you're then registering a California titled vehicle.
Or you can run over and register in Arizona, where you walk out the door with all paperwork in hand, and then transfer it all to Californication within maybe 90 days? You can Register a vehicle that is titled in another state without changing out of state title to CA.
Registration actually has nothing to do with ownership, but is instead a complicated part of the Big Brother identification, licensing [fees] and permission to operate a vehicle, but DMV doesn't tell you that!
