You can lubricate the speedo head right where the cable fits in. Use a liquid graphite lubricant a few drops at a time. Doesn't take much, maybe 3-5 drops at the head fitting. You can see the part that turns, right where the squared end of drive cable fits, and you lube where the little hub enters the head.

Also pull the cable out of the speedometer cable housing and flush housing with WD or some carb cleaner, then lube the cable before you re-install it. You can use the same liquid graphite lube, continually squirting a little in the cable housing as you push the cable back in.

Liquid graphite will keep it lubed for years, whereas the WD-40, silicone spray or light oil are temporary, lasting maybe a few months at best.

Also might want to check how the cable runs from tranny to speedometer and make sure there are no sharp bends or kinks!
