Broken Nuts!

Hahaha..Ok, actually, they are broken bolts, but I wanted to get the attention of the crowd...

So, I was separating the intake and exhaust manifold halfs (4 bolts hold them together). You guessed it, they each snapped off with stubs that simply wont come out.

My question is simply, can they be drilled and tapped out since the manifold is cast and not steel?

If not, are there options or should I simply replace everything? I was separating them to get access to some cracks in the exhast manifold for repair.
