there is a flat plate on the inside of the hood that is bolted through the two hole you found the rubber bumper rubs against it to keep down vibration like Paul said.
on the military the rubber was a brass or copper braded piece for grounding the hood to keep down static noise for the radios if the plate was not there it would soon wear a hole in the hood.
since the civilin has rubber the plate does not need to be there.
