For those who are annoyed at the intermittent operation of vacuum wipers, I cured that on my old '52 IHC pickup many years ago. I took an air tank and ran the vacuum line to it. A check valve was spliced in. between the check valve and the tank a line ran off to the wipers. Thus i had a large storage capacity for vacuum, and rarely did the wipers stall out.
As for the old vacuum wipers themselves, I carefully took mine apart and found that to get a good vacuum seal, they are coated with grease inside. The grease gets dirty and hardens, and the wipers either slows or stops workings. Careful cleaning and fresh thin grease got mne back in good operating condition.
