You can check around for a machine shop that welds then grinds. One shop I use builds up the journal ($40 each) using a mig welder then grinds. Surface hardness - Rockwell 60 when finished. If you do decide to grind here are the numbers for
.040 mains Federal-Mogul Corp.# 415M40
.040 Rods Federal-Mogul Corp.# 9185SB40

And yes the Military does use .040 undercut bearings. In fact you can get bearings as much as .060 under

NOS crank from VPW is about $300+

Now might be the time to consider having the crank nitride coated for hardness and then ground. Check for a price
