Try turning the distributor 180 first, or check it's timing by pulling #1 plug, plug finger over the hole, then bump it around by blipping the starter.When finger gets blown out,STOP. Your rotor should point at #1(plus er minus however far the engine coasted, or blew finger off early- maybe 30 degrees?). If that's OK, I'd check cam timing to see if they put the chain on properly. You'll have to pull the #1 rocker cover , bump it around again, and 'split the overlap' of #1 intake and exhaust rockers. That is, the intake opens slightly before the exhaust closes, just a scosch (1/16?). Rock the engine back and forth using the belts or a wrench on the pulley nut, split the overlap as precisely as you can. At this point, the dampner pointer should aim at 0, TDC, within just a couple degrees. If not, pull the front apart to inspect timing chain position. The arrow on the cam sprocket ought to point down, right at a punch mark on the crank sprocket. If it's off a little, try jumpimg a tooth (pull cam gear). Off one tooth is very obvious. But maybe soldier One and soldier Two didn't even know to time the parts at all?
