Gordon's right on. A 4 stroke engine piston makes the trip twice up and down the cylinder in each cycle. Intake, compression, power (when the plug fires), exhaust. A lot of folks time it on the Intake stroke instead of the power stroke. There is only one stroke where the piston is at TDC and both valves are closed. If the engine was taken apart, initial cam timing may be off also. If the engine wasn't taken fully apart it's just a matter of finding TDC, locating the proper firing order and getting #1 on the distributor at the power stroke.
