question about engine miss on starting

My 65 PW with a 251 engine always has a miss on at least on cylinder after it is started. This is not affected by the choke position. It tends to clear up in a few minutes as the engine warms up although you can still hear an occasional miss even when warm.

My brother says this can be caused by low compression, from bad rings or a leaky valve. I check compression, and they all range between 85 and 100 psi.

Any ideas what might cause this?
