In SoCal, the permits are sold in just about every store in the mountains, and at all FS office locations and Ranger Stations. The cost is the same at all locations so I wonder how much of the proceeds they give the merchants? My comment about backpackers was intended to point out that no areas are closed to hikers, the only restrictions in the CA forests are for vehicles, bikes and in some cases, horses and pack animals. Hikers have unrestricted access t oall areas with the exception of some sensitive meadow areas. Vehicles are not allowed on every road that exists in the forest, it is very regulated. In Utah, specifically Capitol Reef National Park, every roads that exists is open for vehicle travel. Down here we pay, but we can't always play. Also don't confuse this as a parking permit only, although I suppose that is what it really comes down to, if your Truck Club is traveling a trail and you stop to air down your tires, that requires a permit.
