If the M37 is the same as the civi, the shaft has to have enough free play for the piston in the master cylinder to return beyond the pressure release hole between the cylinder and the resevoir. Adjust the shaft so that the pedal has 1 to 2" of freeplay before the piston is engaged, and the problem should be solved.
