Push rod too long? or wheel cylinders froze

If the pushrod won't allow the master to come back, it will hold the brakes on. Make sure you have some free play in the rod. If opening a bleeder releases the brakes, this is your problem.

Also, rotten old wheel cylinders will get so gunked up that they will not return- pedal pressure will push them out, but the springs won't pull them back. Releasing the bleeder won't help, you'll need to rebuild/replace the cyls.
