Willy-N:

Send the original letter to Harry by Registered Mail and a copy of the letter to Harry by First Class Mail, postage prepaid. If no one is at his address to sign for the Registered letter, the first class letter should still be delivered there and someone might get it and respond to that. Sending two letters by two different classes of mail doubles your chance of receiving a reply, and only costs 35 cents more, a good investment. It also doubles your chance of getting the letters back from the postal service stamped with the reason why they could not be delivered, if that is the case.
