Mark, Nobody just throws 10K away. Something has happened to him. Sick, died who knows. Just seems like the right thing to do to somehow make contact if possible. Call Johnny Burrito, I am sure he will help you out. They are in the same town. I would keep lawyers, goverment, DMV out of it.
