Its the Orange Rescue tool in the picture.
One Swipe and it cuts seat belts, the other end has sharp steel points to break tempered glass windows. Might be your only hope if the doors are jambed and the power windows dont work. Of course a spring loaded center punch for the windows and a sharp knife for the seat belts will work, but where do you keep them so they are handy in a roll over or under water. The Life Hammer with mount was about $15. Also have one in Tam's Cherokee.
