That is the level of my Tank right now. The pump will pulse only one way then stops. If I keep touching the wire to it I can get a little bit of fuel, it seems to not be able to pulse back and forth to keep pumping fuel. I will let you know if I can find a good one. This one is a Carter Fuel Pump 24 volt. Mark H.
