Quote from the next page in their site:

While developing the military version of SMARTRUCK III, we saw the need to extend this project into a variation that uses a standard commercially produced vehicle platform. This vehicle needed to be light, robust, and modular, to fit the needs of a number of different governmental and commercial groups. The work that followed gave us the commercial version of our prototype SMARTRUCK III vehicle.

Developed for the 2004 Society of Automotive Engineers World Congress, the SMARTRUCK III Commercial prototype is the precursor to a full production vehicle, based of a Navistar International chassis. Upon production, the vehicle will be deployed by the federal government, state governments, local municipalities, law enforcement agencies, and emergency/disaster assistance organizations.

Production of the SMARTRUCK project will be facilitated by Heart Special Mission Vehicle Operations through the engineering facilities of Navistar International. The National Automotive Center estimates the market for the project to be initially 10,000 vehicles annually, with the possibility of market expansion to 50,000 vehicles. Total production possibilities for the SMARTRUCK III is predicted to be at 500,000 vehicles, not including the postal delivery market. The markets for replacement parts, and allied product sales will also introduce tremendous markets for both Heart and Navistar International Truck and Engine."

That's why "Binder" apb
