as an old tire & wheel man I would strongly suggest that you:
1. mount each bare wheel on a front hub, get a dial indicator & measure the runout on the bead seat areas.
2. have the wheels X-rayed
3. measure the inside from flange to flange to determine the true wheel width
Welded or modified wheels are not the safest thing in the world to say the least especially those that were not done recently
adding width to a wheel like you have described moves the load center out from where it was engineered to be and thats not
a very good idea.
if you are determined to use these wide base wheels then you will need a tire that is designed (shown in the tire manufacture's spec sheet) to be fitted to the width wheel you are using
most will list a recommended rim width along with a Min/Max width
you also need to find out (from the mfgr not someone in a tire store) if the tires will work with a tube (some tires have inner cooling ribs that chafe tubes which causes them to fail)
also you will need to find a FLAP that is wide enough to work correctly
original 9.00x16 had bead seats about 1.25 to 1.5 in wide so the flat base of the flap was about 3.5 to 4in with the tapered flippers extending up the inside of the tire
most modern tires have very narrow beads so
finding one to work correctly and not cause tube failure may be an issue
