M-37, voltage to distributor?

M-37, what is correct voltage to distributor?
is it supposed to be getting 24 volts? thats what i am reading. Don't know if the voltage is supposed to be stepped down.if it is, does anyone have a part numbeer for a ballast resistor needed? I am having ignition trouble, and am tracing things around.
