if the brakes don't lock, it'll just go straight, being guided by (and pushing) the tow car ahead? But overactive trailer brakes will skid, losing guidense from the tires. I doubt the CHP would understand if I experiment on I-5 at 70 mph...Oh well, probably one of physics ineluctable phenomenons....
