The '41 ' was the year Proctor-Keefe made the shell. I have bits of two WC 36 Carryalls, both have 811041xx chassis and 4149-xxxx bodies with 83 and 84 between the body and chassis serials respectively so they pretty much match.
The highest serial number body / chassis was delivered December 41, but the lower numberered one was delivered January '42, so I'd guess the making of the shells, fitment to chassis, adding to stock, and issuing went on as a 'last in-first out' sort of thing.
