Cal, I think the gas tank should be filled to the brim, otherwise the tank will rust out on you, also the fumes in the empty can be hazardous. I would discard the gas at the end of any long term storage, it has served it's purpose by preserving your tank. Here in Missouri we have "Mud Dobbers" (a type of wasp) which are every machanic's nightmare, they try to fill every hole they can with their nests, so try to seal everything you can against them if you have them in your area.
