Mine was less than 60 psi all cyl. before I tore it down! No wonder it wouldn't get out of it's own way! That one high cylender makes me wonder though...you might pull the head and look. My Dad rejuvenated a 251 that had sat a long time with penatrating oil and by working the valves up & down in the guids 'till they freed up. crude, but it worked. Mine had sat for ten years, then I drove it for two. teardown revealed all top rings broke, & valve seats badly pitted, possible head gasket leak. Sitting does them no good for sure. TM 9-8030 for my m-37 says minimum of 90 psi, with 10 psi variation allowable. Apparently a fresh engine will run about 125 psi.
