I used to manage a public radio station that was eligible to get government surplus for free from surplus warehouses. Agencies with surplus equipment were required to turn in all surplus and unusable equipment to the Government Services Administration. We signed an agreement to keep equipment for three years. An agency that bypasses this procedure and donates it to a municipality probably is doing so under some idea that the equipment is still in service with a similar purposed agency. In essence, in an emergency they could call on the municipality for help since they would have the equipment.
