You can sand lightly with 600 (even 400) in an orbital sander for large areas. Or you can chemically prep the surface. Rodda also sells a product called Metal Prep that will provide a tooth. $8/qt or $30/gallon. Wipe it on, let it sit, wipe it off.

I sandblasted my 1941 frame. I have very rough areas and also very smooth, but not glass smooth, areas. The original Barrier product stuck well to both. Not knowing the color of the original primer I used their green primer, which is similar to green zinc chromate. They used to have yellow, but apparently discontinued it. It was close to yellow zinc chromate.
