The diagrams in War Department Manulas show some tank with the bypass tube in front of the filler neck and some without. I guess it is an early vs late difference. My tank is without.

After driving (bouncing) around this afternoon, I noticed a little moisture around the sending unit, so there must be an open hole in that divot under the plate. I'll see if I can clean some of the crud out of there.

I also noticed the gas did foam a lot, so you are probably right. I like the suggestion af adding a bypass tube inside the filler neck.
