If I were uou, I'd pull the tank and epoxy that hole in front of the sender. Then solder a piece of 3/8 bendible fuel line inside the filler neck, long enough to slip into the elbow where the filler enters the tank. Cut to length, put flared end down to act as funnel for the air. Keep it bent to the top of the elbow, so as to allow air to exit out the bendible, to the top of the filler.
Your real problem might be "winter blend" gas. It foams more when warm. Summer blend has more anti-foam, we'll be buying it soon. Maybe your trouble will heal itself?
