What is this in the picture used for?

I know it is the adapter to put a air cleaner on the M-37 but what is the part bolted on where the Air Cleaner goes for? I can't find it in any books and I did not think this is how the Snorkel was hooked on. I thought they used a shroud around the air cleaner to do that with a pipe coming out the side. Any Ideas??
