I may have not primed my master correctly or it was defective. I went to the parts store and bought another one. I bought two steel plugs and blocked the outlet ports. I filled up the master on the bench. With the top off, I pushed the piston in and out. I could see bubbles rise in the reservoir. I did this off and on for about two hours. In the end, the piston would only travel about 1/8". I installed the master and bled the system. I now have good brakes.
