Could be either or it could be something in between. You might try cleaning out Internet Explorers cache (Tools>Options, under Temporary Internet Files press Delete Files button). Doesn't sound like problems with DNS-you normally would get a different error page.
You might also check your system for spyware. I spent much of this week in eastern Iowa cleaning up one counties system. Spyware is becoming a significant issue (as bad if not worse than viruses), and a badly infected machine can easily exhibit problems like you describe.
