How powerfull is a 318?

Say a fellow had a '46 WDX in good shape and no engine, same fellow had a set of 4.89 gears, and 11.00-16 XL tires. Fellow put's a small hydraulic dump bed on truck and wants to be able to pull a trailer with a backhoe loaded on around town (CW of tractor and trailer is about 10K). Would a poly 318 be suficcient? Yes but barely? Yes, at this point I think disc brakes are a must.
