230 Head Bolt Size, and A Stupid Question

The 230 ci engine in my '54 Power Wagon was rebuilt 20 years ago and never fired up. I pulled the head to make sure everything was still shiny inside. In the process, I noticed that three different head bolt sizes were used. Bolts 1,2,5,6,9,13,15,16,18,20,21 use an 11/16x2-13/16 head bolt. Bolts 3,4,7,10,11,12,14,17,19 use a 5/8x2-15/16 head bolt. Head bolt number 8 uses an 11/16x3-1/8 head bolt. All bolts seem to use an identical shaft and thread count size. Does this make sense to anyone on this forum? I would like to buy new head bolts and washers, but can't find a correct size listed in any of my manuals. Are these bolt sizes correct?

Also (this is the stupid question part) does the horn bracket attach under the head bolt washer, above the washer, or in place of the washer?
