It won't brief! Go to Phils Archives, link above, and search for Jarbridge, there are 30 threads there that give the whole story.
Basicaly, John is being charged with driving on a closed Forest Service Road, however it is a County Road that is open and approved by the County for travel. There is a lot more to this story. Don has copied some newspaper coverage at the search links also.
