I've drilled harden set screws with Cobalt drills with good success. Once the drill starts to cut you have to keep pressure on it to maintain cutting or it will just burn the drill tip. Get the type of drill with the self-starting tip (no center punch required).

If the truck uses the same ring as the PW Kurd door lock, and if you don't have success drilling it, the screw and the cylinder it is screwed into can be broke off. Its spot welded to the ring. All the solutions before painting, drilling is probably the best at this time. Try the carbide and Cobalt and if those don’t work I would get a small round circular diamond tip cutter that’s used for a small rotary tool. Good Luck!
