When Binding down my PW's on a trailer, I dont ever chock the wheels. I want the wheels to be able to roll a little as the load is binded. I use 8 chains. 1 chain over each axle/spring down to the trailer on each wheel. I also use 1 chain on each corner over the frame and down to the trailer. These chains over the frame to trailer are bound just tite enough to stop the PW from bouncing on the spring/tires. I dont air down. I use ratchet binders as they are much safer and have infinite adjustment for the right tension. All chains and binders are Rated Grade 70 Transport. And as mentioned, after the first few miles, check the chains, they might become a little loose during those first miles. Then check often, when getting fuel, rest stops etc. With the ratchet binders, you can give a little crank to tighten if need be. I go super kill, but have great faith that the PW is not going to move. Once I do the second tighten after the first few miles, I have driven to Iowa without ever having to re tighten the binders.
