We have pretty similar setups. I have a '61 WM300 Van Pelt Brush truck with a Midland vacuum booster and a Mico-lock setup.
I had soft brakes for years until I went after the booster. I bypassed it and didn't notice any change in my brakes, so I figured it wasn't doing much. Not knowing how to troubleshoot it either, I replaced it with a rebuilt unit from VPW. My old one was full of brake fluid. I mean full. The new booster makes a difference.
There seems to be many theories on brake bleeding. Some say start at the front and work back, others the reverse.
We've got some high points in our systems, the booster and Mico-lock. I bleed them first. My Mico-lock is a dash mounted lever lock mini-cylinder arrangement with a bleeder screw. I causes me to swear excessively when I bleed it, as it's tucked up under the dash, but you must do it.
When I bleed the brakes I move a lot of fluid, about 1/2 gallon. It's more of a flush and bleed. Good luck.
