About 13 years ago I moved from Georgia to Washington State. In Georgia it was no problem as half the state had stuff up on blocks. If a neighbor did complain we would just hide our projects in old abandoned chicken houses (kind of a problem keeping feathers out of the paint when we sprayed 'em). Out here in Wa. I bought a small tree farm just to hide things in the woods to keep away from the spy satellites and yuppie neighbors, works great, even learning a thing or two about trees.
About the EPA thing. I knew a guy with the same problem and neighbor from hell. He paved over his yard before EPA got there with asphalt, which was legal, and since asphalt has petroleum in it and is what the gov't uses on streets and highways, the EPA guys just shooks their heads and walked off. Problem solved!
