9 months is NOT "a fair and speedy trial" as gauranteed in the constitution- especially for an infraction. Perhaps read up on fighting speeding tickets? Talk to prosecutor about 'discovery', the process of reviewing the evidence against you, the prosecutor will not want to spend face time for $150 fine, and will drop the case? Use the beurocracy in your favor?
