Maybe it is the opposite. Instead of forcing the process, you may want to hold the swivel rigid. The hydraulic with no pressure will go in and out. If you need to hold the frame rigid, apply pressure and it won't swivel.
I could see if you had axles that did not have lockers, you could swivel your frame to apply weight/pressure to wheels that were spinning..(overall i think lockers would be cheaper ;o) )
