They may be a little better than they sound. I've heard that the GSA site puts "parts missing" on everything so that you can't complain when you get there to pick it up. Or "not running" usually means throw a battery in it and spend 10 minutes getting it running and it'll be fine, but they don't want to give people any reason to back out of their bid.
