Just Kidding! Never use starting fluid on anything...should be illegal!
Carburetors are the source of 90% of all slow starting engines. If you have your carburetor rebuilt by an expert, if it hasn't been already, you will find a huge difference.
A properly operating carburetor will have fuel in it when you go to start it cold. When you push the gas pedal the accelerator pump will shoot a stream of gas into the intake which is essential to a good starting engine.
Most NOS carbs have dryed out & need rebuild so if you have an original new carb, plan on rebuilding it.
As a test, try pouring a small amount of fuel down the throat of your carb next time you go to start it...if it starts right up, your problems are carb related.
