If I were you, I'd move the truck to the side of a state or county road and leave it there. The powers that be should see it eventually, and it will be tagged as abandoned. It will then be towed to an impound yard. If this Harry suddenly shows up looking for the truck, then direct him to the local municipality and let them deal with him.
At the time of sale you should have drawn up an agreement, you sign and he signs. Set a time limit for him to pick up the truck. You should have had it notorized. Then, once the time limit comes and goes, he loses his money and there's nothing legally he can do about it.
