A couple thoughts: I hope you have Harry's phone number by now. Some things are easier to work out by phone than email. Maybe he's old and senile and forgets about it all the time or his health is bad and it was just wishful thinking that he bought the truck. You can gauge that kind of thing if you can talk to the guy. Better yet would be face-to-face but he's too far away.
It's looking like it's gonna be your truck again sooner or later, so at least warm up the engine and drive it back and forth once in a while to slosh the oil around and charge the battery.
I don't how a garage lien can get turned into a clear title, but it seems like it might be worth getting started on a salvage title for it. After all, it's been abandoned on your property and you don't have the title. It shouldn't matter that it was abandoned by the guy you sold it to.
